Got the blue sprayed yesterday. Today I started reassembly.

I did some editing in GIMP/CorrelDraw and came up with this:
I have a 24" vinyl cutter so I could cut it myself but that would require 4 layers(technically 5), gray, black,blue,white,blue(letter highlights). Thats not fun to do its a lot to line up. Im not a professional by any means when it comes to vinyl. The better way to do it is with the right equipment and print it on a large format printer, then cut it out on a cutter much more accurate than mine.

You might know this, but if you draw a rectangle around the whole image and cut it for every layer, you can then cut the transfer tape to that square, and then use it to apply one layer after the other, from the top down, before applying the whole thing to the car. It's really not that difficult.

Ok so I took your advice and attempt 1 is OK but not great. My cutter its kinda unpredictable and I'm honestly not very good at this. I'm going to try again this week. I cut enough for 2 but I had a mishap weeding the blue layer. I got most of the other decals done though. I updated the Imgur post with my current progress

Went to a local sign shop and had some contour cut decals made. I think It came out nice. I still have lots of work to do.

Thanks everyone! I'm glad people like it. I got the blue rims on and the hardtop. I added more to the imgur post too
